National Pollutant Discharge Elimination System Notice Date: 11/20/2017 The Iowa Department of Natural Resources is proposing to amend an NPDES (National Pollutant Discharge Elimination System) permit for the discharges described below: DISCHARGER NAME AND ADDRESS: KNOXVILLE CITY OF STP 1703 E PLEASANT KNOXVILLE, Iowa 50138 LOCATION: Township: 75 Range: 19 Section: 5 County: Marion DESCRIPTION OF DISCHARGES 001 DISCHARGE FROM A BIOTOWER, TRICKLING FILTER WASTEWATER TREATMENT FACILITY. RECEIVING STREAM: COMPETINE CREEK 002 BYPASS AT HOLDING LAGOON EMERGENCY OVERFLOW LOCATED IN STRUCTURE #6. RECEIVING STREAM: COMPETINE CREEK 003 BYPASS AT WEST LARSON STREET LIFT STATION OVERFLOW. RECEIVING STREAM: DRY RUN 004 BYPASS OF BIOTOWERS AND FINAL CLARIFIERS RECEIVING STREAM: COMPETINE CREEK The permit is being amended to require an additional Nutrient Reduction Strategy in 5 years and modify the final compliance date for E. coli limits consistent with Administrative Consent Order No. 2013-WW-13-A1. Anyone wishing to comment on or object to the proposed amendment of this permit must do so in writing within forty-five (45) days of the date shown at the top of this notice. All comments received will be considered in the final determination. If no objections are received within forty-five (45) days, the Department will issue a final permit amendment. You may request the Department hold a public hearing by submitting a written request stating specific reasons why a hearing should be held. Comments, objections, and requests for hearings may be submitted online using the Wastewater Permit Information Exchange (WWPIE) system at https://programs.iowadnr.gov/wwpie/. Comments, objections, and requests for hearings may be also be addressed to the Iowa Department of Natural Resources, NPDES Section, 502 East 9th Street, Des Moines, IA 50319. Copies of the proposed permit and other information may be viewed on WWPIE at the web address noted above. This information is also on file and available for public inspection from 8:00 AM to 4:30 PM Monday through Friday at the above street address.
